$4.59 Billion Capital Budget Approved by Regents for 2004 - 2009
SAN ANTONIO - A six-year capital improvement program totaling $4.59 billion was adopted Thursday (August 7) by the Board of Regents of the University of Texas System.
The CIP, which is revised and extended by the regents every two years, encompasses 166 projects, including $1.26 billion worth of new construction projects.
The U.T. System estimates that the CIP will have a total economic impact of more than $40 billion on the economy of Texas over the next 10 years. This includes the impact of spending for the initial construction and the 10-year impact of earnings of employees who will work in the facilities.
Funding for the capital budget comes from revenue bonds (38%); institutional funds, such as designated tuition, fees, and hospital revenues (23%); tuition revenue bonds (11%); gifts and grants (18%); and Permanent University Fund bonds (10%).
Among the U.T. System's nine general academic universities, the CIP includes project costs of $149.3 million at U.T. Arlington; $612.3 million at U.T. Austin; $26 million at U.T. Brownsville; $48 million at U.T. Dallas; $97.4 million at U.T. El Paso; $64.6 million at U.T. Pan American; $23.7 million at U.T. Permian Basin; $271 million at U.T. San Antonio; and $56.4 million at U.T. Tyler.
For the system's six health institutions, the CIP includes projects with costs of $383.2 million at U.T. Southwestern Medical Center at Dallas; $360.9 million at the U.T. Medical Branch at Galveston; $494.2 million at the U.T. Health Science Center at Houston; $123.1 million at the U.T. Health Science Center at San Antonio; $1.87 billion at U.T. M. D. Anderson Cancer Center in Houston; and $13.7 million at the U.T. Health Center at Tyler.
Of the total spending, 71 percent will be at the health institutions and 29 percent at the academic institutions. Seventy percent of the spending on new projects will be at M. D. Anderson Cancer Center, which is scheduled to begin major new research and patient care buildings.
The CIP is approved for planning purposes. Each major construction project must be brought to the board for individual approval. |
