Chancellor

The chancellor is the chief executive officer of the UT System and is charged with carrying out the policies and procedures of the Board of Regents. The chancellor reports to and is responsible to the Board of Regents and has direct line responsibility for all aspects of System operations. In addition to this comprehensive management role, the chancellor serves as one of the state's senior advocates for higher education and interacts extensively with elected officials; the business, educational, philanthropic, and professional communities; and the general public.

 

Academic Affairs

The executive vice chancellor for academic affairs works regularly with the presidents of the nine academic institutions, ensuring that the missions of the institutions are advanced and that appropriate plans and programs are developed and implemented. The responsibilities of the office include oversight of administrative and policy issues related to the general academic institutions and monitoring a wide range of issues related to higher education policies and practices. The executive vice chancellor also serves as the chancellor's liaison with the UT System Faculty and Student Advisory Councils.

 

Health Affairs

The executive vice chancellor for health affairs works regularly with the presidents of the six health institutions, ensuring the missions of the institutions are advanced and that appropriate plans and programs are developed and implemented. There are six health institutions: four are health science centers which offer a wide range of degree programs and two are specialty tertiary hospitals with outpatient clinical services. All are engaged in medical research, education, and patient care. The director of the Texas Medical and Dental School Application Service reports to the executive vice chancellor.

 

Business Affairs

The executive vice chancellor for business affairs is the chief business officer of the UT System and works with business officers of the 15 institutions in setting and complying with policies and procedures for all business operations and management. The office directs and coordinates the following offices: controller, employee group insurance, facilities planning and construction, finance, real estate, University lands-West Texas operations, and the program.

 

Research and Technology Transfer

The vice chancellor for research and technology transfer is responsible for developing and implementing strategies to expand and enhance research funding at UT System institutions. The vice chancellor facilitates collaboration among UT System institutions to develop joint proposals to increase grants and contracts from external sources; assists UT institutions with research, technology development, technology transfer, and commercialization; and is responsible for fostering effective relationships among the university community, governmental entities, foundations and institutes, and the private sector

 

Administration

The vice chancellor for administration is responsible for administrative matters related to the policies and systems of the UT System. The office directs and coordinates the offices of employee services, employee benefits, system police, facilities management, technology and information services, accounting and purchasing services, airplane operations, Institutional Studies and Policy Analysis, and System Administration Compliance. The position serves as the liaison between the Office of the Chancellor and communities and customers served, and represents the Chancellor on committees and task forces with state, federal, and executive offices. The position is responsible for participating in the development of UT System strategic plans and programs, collaborating with UT System leaders to promote and enhance organizational effectiveness and efficiency, and directing activities that will ensure the goals of UT System are being met.

 

General Counsel

The vice chancellor and general counsel administers the Office of General Counsel. The office performs basic legal services for System administration and the UT institutions and coordinates and assists in litigation services provided by the Attorney General's Office and outside counsel. The vice chancellor also serves as administrator of the UT System medical liability self-insurance plan and as ethics adviser for the System.

 

External Relations

The vice chancellor for external relations assists UT institutions with the enhancement of support from the private sector and provides external relations services. Staff members serve as consultants to the 15 institutions for fund-raising programs and provide support for estate and trust administration, endowment review and management, and gift analysis and acceptance. The office interacts with the media and the external community on behalf of the UT System and coordinates official functions and programs for the Chancellor and the UT System.

 

Governmental Relations

The vice chancellor for governmental relations seeks to enhance public and governmental support necessary to the operations of the UT System and the 15 institutions. The office monitors governmental affairs affecting higher education and interacts with state and local governments on behalf of the System and its institutions. In collaboration with other UT officials, as well as other higher education entities, the office works closely with legislators, legislative staff, and state agencies on a wide variety of issues.

 

Federal Relations

The vice chancellor for federal relations represents the UT System at the federal level and administers the System offices in Washington, D.C. The Office of Federal Relations tracks federal legislation and regulatory issues affecting higher education, coordinates System initiatives in Washington, D.C., with the broader higher education community; analyzes the impact of federal legislation and laws on the System; and interacts with federal government officials at all levels regarding the mission, needs, and activities of the UT System.
