Strategic Planning Framework

Strategic Planning Framework

State, System, and Campus Alignment

This ambitious planning framework depends on shared responsibilities that align what people and institutions are expected to do with the results for which they are held accountable.

Internal planning tools in this framework include: the UT System strategic plan and annual accountability and performance reports and regular reports to the Board of Regents on specific initiatives, as well as a flexible schedule for individual institution strategic or long-range plans, institution Compacts, and the presidents’ work plans.

Externally, plans for institutions and the System are part of the planning process of the Legislative Budget Board and the Texas Higher Education Coordinating Board, Closing the Gaps goals, as well as regional and specialized accreditation studies.

Measuring Progress and Impact

The progress and impact of the System’s strategic investments and initiatives are monitored through the annual report; in-depth reports on critical issues and strategic initiatives; and an annual summary for the Board on progress toward the plan’s overall goals.

Previous UT System Board of Regents Strategic Planning

  • 1995 - 1999. The University of Texas System Long Range Plan and Strategic Initiatives for the period 1995-1999 outlined goals and initiatives for students, faculty, patient care, community service, and organizational efficiency. Its viewpoint was System-wide, but it also included short highlights from each institution's plan that aligned with the broad goals and initiatives. It is the longest and most specific of the most recent plans, although it does not outline expected outcomes. In 1998, the System-wide mission statement embedded in the plan was updated.
  • 2000 - 2004. In December 2000, The University of Texas Board of Regents adopted a new long-range plan, Service to Texas in the New Century. This plan lays out a vision for System leadership and direction to 2030 and reflects the System's commitment to address Closing the Gaps, the State of Texas master plan for higher education. It provides examples from many institutions but does not document this alignment consistently, nor does it delineate expected outcomes in great detail.
