UTS177 Usage and controls of the Private Executive Video Communication Network and Devices

Sec. 1 Routing of Private Executive Video Communication Network Data.

U.T. System institutions dedicated executive video codecs will use the U. T. System Network for the Private Executive Video Communication Network. Network outages must be supported by alternate paths that may be outside the U.T. System network. Should quality of the audio or video transmission deteriorate or not meet expected levels, the path of traffic will be checked for compliance with this policy.

Sec. 2 Authorized Usage.

Members of the Board of Regents, U. T. System Administration executive officers and presidents of U. T. System institutions may connect to the network with other devices such as tablets, laptops, and smartphones through U. T. System administered remote device ports. Access to software to participate in video communication with these devices and configuration of the devices to connect will be managed by institutional video communication experts.

Any additions to the list of individuals authorized to connect to the Private Executive Video Communications network with tablets, laptops, and smartphones must be approved by the General Counsel to the Board of Regents.

Sec. 3 Meetings on the Private Executive Video Communication Network.

Meetings on the Private Executive Video Communication Network will comply with the UTS 111, Nondisclosure of Videoconference Information Policy and UTS 112, Electronic Recording of Administrative Meetings Policy.

Sec. 4 Use of Private Executive Video Communication Office Endpoint Devices.

Use of the Private Executive Video Communication office endpoint devices for video communication with other parties will not be allowed during the pilot implementation starting June, 2012. This restriction will be reevaluated at the end of the six month pilot, in January, 2013.

Sec. 5 Board of Regents' Meetings.

During the scheduled Board of Regents' meetings, which are streamed and recorded for the public, use of the Private Executive Video Communication Network will not be permitted except for participation in the meeting proceedings.

Sec. 6 Exceptions.

Exceptions to all restriction concerning the use of the Private Executive Video Communication Network can be requested from and granted by the General Counsel to the Board of Regents.

Definitions

U. T. System Network: The network connection provided to a campus by the U. T. System Office of Telecommunication Services for production traffic.

Private Executive Video Communication Network: A high performance, secure video communications network for the exclusive use of executive leadership across all U. T. institutions and U. T. System Administration. All video communication on this network will be over PKI-secured encrypted channels. Only authorized video communications experts at each institution will be permitted to provision new video device connections on this network.
