COLLEEN MCHUGH was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry on October 11, 2005. Regent McHugh is Chairman of the Health Affairs Committee and serves on the Academic Affairs Committee and the Audit, Compliance, and Management Review Committee. She is also a member of the Board of Directors of The University of Texas Investment Management Company (UTIMCO) and serves as the Regental representative for the M. D. Anderson Services Corporation and The Type 2 Diabetes Risk Assessment Program Advisory Committee.
Governor Perry named Ms. McHugh Chairman of the Texas Public Safety Commission in 2001. Originally appointed as the first woman to serve on the Public Safety Commission in 1998 by then-Governor George W. Bush, Governor Perry reappointed Ms. McHugh to the Commission in 2004 and continued her term as Chairman.
The Department's diverse divisions include the Texas Highway Patrol and the Texas Rangers. Ms. McHugh resigned from the Commission in October 2005 to accept her appointment to the Board of Regents. Governor Perry also appointed Ms. McHugh to the Governor's Task Force on Homeland Security, which the Governor convened soon after the September 11, 2001, terrorist attacks.
The lawyers of Texas elected Ms. McHugh State Bar of Texas President for the bar's 1996-1997 term. As President, Ms. McHugh led the successful legislative effort to increase legal services funding for disadvantaged Texans. She was the first woman to chair the State Bar of Texas Board of Directors.

Regent McHugh also has affiliations with a number of distinguished organizations including The Center for American and International Law, Board of Trustees (1997-present ), Executive Committee (2000-present ); The American Law Institute, member (2001-present); and The Philosophical Society of Texas (2000-present). Ms. McHugh is a member of the American Bank, N.A. Board of Directors.
Named a Texas Super Lawyer in labor and employment law by Texas Monthly Magazine annually since 2003, she has also earned the distinction of election to the American College of Labor and Employment Lawyers. She is board certified in Labor and Employment Law by the Texas Board of Legal Specialization. She is also a member of the highly regarded American Law Institute, the organization responsible for publishing the Restatement of Law series.

Ms. McHugh received her undergraduate degree from Southern Methodist University and her law degree from St. Mary's University School of Law.
