Barbara is a Managing Director with PricewaterhouseCoopers Health Sciences Practice specializing in services to academic and research organizations. Barbara joined the Practice after a long career in academic finance and research, bringing to the group more than 20 years of research planning, finance, regulatory costing, compliance and university financial management experience from Georgia Tech. At GIT, she served for more than 15 years as the CFO of the Georgia Tech Research Institute and for 6 years also worked in a special joint appointment in the offices of the Institute President and VP of Finance.
Specializing in the research business enterprise and compliance-related issues of academic and research organizations, Barbara leads our Academic Medical Center practice. Her recent clients have included Harvard University, the University of Colorado, Georgetown University, the Moffitt Cancer Center, the Hospital for Special Surgery, George Washington University, the Rand Corporation, Case Western Reserve University, the University of Pennsylvania, the University of South Florida, the University of Chicago, the University of Arizona, the Qatar Foundation, The Translational Genomics Research Institute, and the University of Notre Dame.
Recent Professional Experience:
- Assistance to highly-ranked university in assessing current and recommended administrative structure of academic departments.
- Assistance to new research institute in conceptual planning and organizational phases, including serving as interim organizational CFO, development of 5-year and 1-year financial plans, creation of operational plan for first 100 days, implementation of all financial functions, assistance in development of research administration function, creation of Fundraising Foundation, assistance in negotiation of affiliation and funding agreements with various stakeholders, recruitment of scientists, acquisition of space and equipment.
- Project to provide assistance to Gulf nation in creation of conceptual design and operational planning of research programs for teaching hospital to be affiliated with Medical School in “multi- versity”. Development of implementation plan for research enterprise including planning for visionary genomics research program.
- Leadership of feasibility study for University System in consideration of initiative to combine two system units, one of which a free-standing Health Science Center, into a single institution.
- Assistance to disease-focused philanthropic organization in development of multi-institutional research consortium to speed research for a cure.
- Assistance to major academic medical center in development of new budget and financial management processes and software systems to improve financial accountability and structure financial flows between School of Medicine and separate faculty practice groups.
- Assistance to major research university in negotiation of agreements with clinical affiliation partners, including financial analysis of alternative scenarios, benchmarking of comparative structures and preparation of presentation materials for executive management and the Board.
- Engagement to develop research affiliation agreement for University to structure research administrative interactions with separate faculty practice plan entity after spinoff.
- Engagement to develop recommendations regarding potential centralization of departmental administrative functions.
- Assistance to University and affiliated clinical organization regarding service agreements for shared services.
- Development of institutional compliance program and Medical School research compliance plan.
Ms. Walsh has been an invited presenter and conference program committee member for numerous national conferences including NACUBO, AAMC, NACA, EACUBO, NECA, SRA, NCURA, NCURA FRA III and IV, the Center for Grant & Contract Studies, and the Defense Industry Initiative.
