In her role as director for research compliance and administration at the Council on Governmental Relations (COGR), Carol Blum focuses on administration and compliance issues including the general management of grants and financial assistance agreements, and compliance with wide-range of research-based regulations, e.g., human research participant protections, financial conflicts of interest, etc.
She joined the COGR staff in February 2001 after ten years at Ohio University (Athens OH) as associate vice president for research. Her responsibilities included budget management, policy development and implementation, and research incentive program development and management. At Ohio University, the offices of Research and Sponsored Programs, Laboratory Animal Resources, Research Compliance, and Research Communications reported to her. During two years as Interim Vice President (1997-1999), she assumed responsibility for technology transfer and economic development activities for the university as well.
Before joining Ohio University, Blum served as a Director of Graduate and Special Programs, including research programs, for the Ohio Board of Regents from 1988 to 1991.
She is a trained historian and received her Ph.D. from the University of Cincinnati (OH) in 1987. She holds a master’s degree in feminist studies from Goddard-Cambridge (MA) Graduate Program in Social Change (Goddard College, Plainville VT, 1977), and a baccalaureate in theater from Marquette University (Milwaukee WI, 1973).
