Andrew has an MBA in Human Resource Management from St. Mary’s University. He’s certified as a Senior Professional in Human Resources (SPHR) by the Society of Human Resource Management (SHRM). Andrew has over twenty-four (24) years of professional human resources management experience in both the public and private sectors.

Andrew has also been very active with community and civic organizations. He has also served as an officer or advisory board member with the Greater El Paso Chamber of Commerce, Texas Association of Business and Chamber of Commerce (TABCC), Greater El Paso YMCA, Consumer Credit Counseling Service (YWCA), Private Industry Council, and the El Paso Community College Employer Advisory Board. In 1994 he was appointed by the late Governor Ann Richards to serve on a state board. Andrew is also a graduate of the Greater El Paso Chamber of Commerce Leadership El Paso program. He also recently served as a Commissioner with the City of El Paso’s Civil Service Commission.

Andrew is a member of the El Paso Society of HR Management, Society of Human Resource Management, CUPA-HR, and the Texas Higher Education Human Resources Association (THERA). He’s a graduate of the Western Association of College and University Business Officers (WACUBO) - Business Management Institute and the Leadership Program - Center for Creative Leadership. He has also presented at WACUBO Conference, the regional and national CUPA-HR Conference, and the U.T. System Human Resource Management Conference.
