Dr. Scott Scarborough

Scott L. Scarborough joined DePaul as executive vice president in February 2003, bringing 17 years of experience in auditing, accounting and university administration experience to the post.

 

As one of DePaul's three top executives, Scarborough is responsible for supervising student affairs, human resources, facility operations and financial affairs. Additionally, he oversees institutional compliance, internal auditing and the General Counsel's office for DePaul, the nation's largest Catholic university. In 2005-2006, DePaul enrolled 23,148 students, established a budget of $393 million and generated annual revenues of $394.8 million.

 

At DePaul, Scarborough has focused his energies on making the finances of the university more transparent, improving financial reporting and energizing the voices of university constituencies who participate in the university's annual budgeting process. In addition, Scarborough has focused on improving communications with key academic constituencies who participate in the university's annual budgeting process. In addition, Scarborough has focused on improving communication with key academic constituencies by hosting a monthly EVP Advisory Luncheon for academic budget managers and helping to form an executive team of operational and academic leaders who meet on a monthly basis to discuss cross-functional issues of strategic importance. Scarborough has completely restructured the university's debt to produce interest rate savings and improve the university's financial flexibility while working with the board's finance committee to develop a new five-year financial plan for the university. The university continues to address its facility and technology needs via careful financial management and by partnering with well-known commercial vendors and private developers, as evidenced by the opening of a Barnes & Noble academic superstore in the summer of 2005 and a new 600-bed student housing facility in Lincoln Park in the fall of 2006. On June 1, 2006, the board of trustees expanded Dr. Scarborough's responsibilities to include the management of student affairs.

 

Prior to joining DePaul, Scarborough served as chief executive officer for the Texas Treasury Safekeeping Trust Company, and investment management and custody services company that manages over $30 billion of short-term and endowed funds belonging to public entities in the state of Texas. As chief executive officer, Scarborough was responsible for the trust's strategic and operational management. Divisions reporting to Scarborough included investment services, financial services, information resource, custody and settlement, external relations, trust administration, internal auditing and compliance.

 

For more than 10 years, Scarborough worked in higher education within The University of Texas System. For five years, Scarborough served as vice president for business affairs and chief financial officer at The University of Texas at Tyler. Scarborough is best known for directing the remarkable turnaround of U. T. Tyler's financial condition by implementing cost savings initiatives, operational improvements, new systems installations, and revenue enhancements such as an effective student recruitment-advertising campaign. Scarborough also developed the university's campus master plan and supervised the design and construction of more than $80 million of new academic and recreation space for students.

 

Early in Scarborough's career, he worked in public accounting, internal auditing and employee group insurance administration.

 

Scarborough holds an accounting degree from U. T. Austin, and MBA from U. T. Tyler, and a Ph.D. in strategic management from U. T. Arlington. Scarborough is the co-author of "Effective Compliance Systems: A Practical Guide for Education Institutions," which was published by the Institute of Internal Auditors in 2001. he is a certified public accountant, a certified internal auditor and a certified information systems auditor.
