Mr. Richard Stern

Richard Stern is Senior Counsel with the Office of Counsel to the Inspector General, where he has special responsibility for grant and contract matters. As part of that responsibility, Mr. Stern oversees the Office’s caseload of grant and contract fraud cases and was the principal author of the November 2005 Draft OIG Program Compliance Guidance for Recipients of PHS Research Awards. In addition to his enforcement work, Mr. Stern supervises the legal review of all HHS OIG audit and inspection reports. He has worked for the Office of Inspector General since 1989 and has received numerous awards for his service.

 

Prior to his service with OIG, Mr. Stern was a staff attorney for the HHS Departmental Appeals Board. He is a graduate of Brandeis University and of the University of Maryland School of Law.
