Background

Earlier this year the State of Texas reached a settlement with plaintiffs to provide improved health and dental care for children under the Texas Medicaid Program. The Frew settlement provides $770 million for the next biennium to fund these services, but a large portion of the funds will be used to improve reimbursements to physicians and dentists caring for Medicaid children. $150 million will be designated for strategic initiatives under the plan. A Frew technical review committee has been appointed by the Texas Department of Health and Human Services to review proposals for funding under these initiatives. A key element in this plan is the creation of a well networked system of medical/dental homes.

In discussions with Executive Commissioner Albert Hawkins of the Texas Department of Health and Human Services, it was concluded that it would be useful to provide a broad framework for reorganization and administration of these services on behalf of Medicaid covered children. For this reason a one and a half day conference in Austin, Texas will be held on November 26 and 27, 2007, to inform the process.

Eight speakers from other states will describe their experiences and perspectives in providing medical, dental and mental health services for children. Three panels of Texans will respond to these presentations. The meeting will be open to the public and will include members of the technical review panel as we seek a broad outline for this program and learn how other states have implemented programs.
