In July 2004, the Task Force for Access to Health Care in Texas was organized to address issues of access to health care and health insurance in Texas. The Task Force was sponsored by the ten major academic health centers in the state: Baylor College of Medicine, Texas Tech Health Science Center, Texas A&M Health Science Center, North Texas, and the six health institutions of the University of Texas System. Members of the Task Force consisted of 19 individuals selected for their expertise and perspective in regard to the problem of indigent health care in Texas. The Task Force and its staff collected data, much of which was based on previous high-quality analyses of the various issues, supplemented by white papers commissioned by the Task Force. The Task Force also heard from individuals knowledgeable of the issues. The intent was to provide a high-quality analysis available to policy makers, interested groups and organizations and the public. The Task Force deliberated for 18 months and released its final report “Code Red: The Critical Condition of Health in Texas” as well as the report summary on April 17, 2006.
