Introduction

The UT System was established by the Texas Constitution in 1876 and consists of nine academic universities, six health institutions:

The UT System

The "UT System" is the administration of The University of Texas System, and is based in Austin, Texas. (See organization chart) The UT System also has offices in Midland, Texas (University Lands/West Texas Operations), and Washington, D.C. (Federal Relations). The UT System is responsible for the central management and coordination of the component institutions.

 

The UT System has a special responsibility for managing the Permanent University Fund (PUF) & other endowments and managing university lands, carrying out the Board of Regents' policies on behalf of the University System, collaborating with the Board of Regents on strategic planning for the University System, serving as consultants to the campuses on a variety of issues, from academic programs to fund raising.

Board of Regents

The Board of Regents is the governing body for The University of Texas System. It is composed of nine members who are appointed by the Governor and confirmed by the Senate. Terms are of six years each and staggered, with the terms of three members expiring on February 1 of odd-numbered years.

 

Regents' Rules and Regulations

The Regents' Rules and Regulations are the governing rules for the UT System and apply to the Board and all officers, employees, and agencies under its control.

 

Chancellor

The Chancellor is the chief executive officer of the UT System. The Chancellor reports to and is responsible to the Board of Regents. The Chancellor has direct line responsibility for all aspects of the UT System's operations.

 

Executive Officers

The Chancellor is assisted by the UT System Executive Officers.

 

Presidents

Each of the 15 academic and health instituitons is governed by a president who is appointed by the Board of Regents. (See list of presidents) The president reports to and is responsible to the UT System Executive Vice Chancellor (Academic or Health) having responsibility for the institution. The president has access to the Chancellor and is expected to consult with the appropriate Executive Vice Chancellor and the Chancellor on significant issues on an as needed basis.

In addition to the Regents Rules and Regulations, the UT System is guided by a variety of
policies
, including Regental Policies, UT System Policies, the UT System Internal Policies, and departmental collections such as the Business Procedure Memoranda, Personnel Policy Memoranda, and the Police Policy and Procedure Manual.

The University of Texas Investment Management Company (UTIMCO)

The UT System Board of Regents contracts with UTIMCO to invest more than $15 billion of funds. UTIMCO is a 501(c)(3) corporation governed by a board of directors composed of the chancellor and three regents of the UT System, and five outside directors. This structure preserves regental control of investments and increases the level of expertise in the governance of investments.

The Permanent University Fund

The Permanent University Fund (PUF) is a public endowment contributing to the support of institutions of The University of Texas System (other than The University of Texas - Pan American and The University of Texas at Brownsville) and institutions of The Texas A&M University System (other than Texas A&M University - Corpus Christi, Texas A&M International University, Texas A&M University - Kingsville, West Texas A&M University, Texas A&M University - Commerce, and Texas A&M University - Texarkana).

The PUF was established in the Texas Constitution of 1876 through the appropriation of land grants previously given to The University of Texas at Austin plus one million acres. The land grants to the PUF were completed in 1883 with the contribution of an additional one million acres of land. Today, the PUF contains approximately 2.1 million acres of land located in 24 counties primarily in West Texas.

 

The promise inherent in the establishment of the PUF over 120 years ago continues to be realized. Today, the PUF provides support to 18 institutions of the UT and A&M Systems in providing educational opportunities to more than 215,000 students across the State of Texas.
