James Noffke, Executive Director
As Executive Director for the Center for Enhancing Philanthropy, Jim works with the 15 institutions that make up The University of Texas System to increase philanthropic support. He brings over 25 years experience as a staff member and consultant to various higher education institutions and non-profit organizations, and is an experienced leader whose strategic thinking, creativity, teamwork and problem-solving skills provide valuable fund-raising resources.
A nationally recognized expert in higher education advancement, Jim most recently served as Vice President of CCS Fundraising, one of the nation’s leading campaign fundraising consulting and management companies. During his consulting and professional career, two institutions received the prestigious Council for Advancement and Support of Education (CASE) International Awards for most improved fund raising and overall fund-raising performance.
Jim has made presentations to The Association of Fund Raising Professionals, the National Committee on Planned Giving, numerous boards of directors, and other organizations and training seminars on campaigns and strategic fund raising issues. He is a member of CASE, The Conference Board, and AGB.
Jim received a Bachelor of Arts Degree from Valparaiso University in Valparaiso, Indiana, and a Master of Divinity Degree from Concordia Seminary in St. Louis, Missouri.

Laura Tibbitts, CMP, Projects Coordinator
Laura joined the Center for Enhancing Philanthropy in 2008 and brings more than 12 years of conference and education management experience to the UT System. She is responsible for organizing and implementing the Center’s training programs and projects. Laura also prepares reports and assessments for the 15 UT institutions and provides executive support to Jim Noffke.
Prior to joining UT System, she worked as a conference and event manager at The University of Texas at Austin and Stanford University in Palo Alto, California.
Laura is a native Austinite and a graduate of UT Austin. In March 2009 she was awarded the CMP (Certified Meeting Professional) designation, which recognizes her demonstrated skill and knowledge in the meetings and hospitality industry.
