UNIVERSITIES URGE CONGRESS TO RESTORE TITLE VI FUNDING
When the FY11 budget passed last spring, universities and international-education advocates received an unpleasant surprise: funding for foreign language and area studies programs within the Education Department would be cut by $50 million, rolled back to levels last seen almost a decade ago.
With FY12 budget deliberations quickly approaching, several universities including the University of Texas have begun urging Congressional members to restore funding for international education and foreign language study, HEA-Title VI, and Fulbright Hays programs. University leaders share a collective concern that further cuts to international programs could weaken the nation's ability to meet global challenges.
FY12 discussions and mark-up are set to begin in late July for the House Subcommittee on Labor, Health and Human Services, and Education Appropriations with full committee markup beginning in early August.
ADMINISTRATION SEEKS COMMENTS REGARDING INDIRECT COSTS
"Circular A-21" was issued seven years ago by OMB as a document that established key principles for determining costs applicable to grants, contracts, and other agreements between the Federal Government and educational institutions.
In an effort to reduce administrative burdens without sacrificing the integrity of the Circular, the Administration issued a Request for Information (RFI), Input on Reduction of Cost and Burden Associated with Federal Cost Principles for Educational Institutions (OMB Circular A-21) (RFI Notice Number: NOT-OD-11-091), with responses requested by July 28th.
