SUMMARY
Purpose: Manage the administration of the customer service and overall administration issues of the System’s group insurance programs including, but not limited to, management of staff, coordinating customer call center activities, plan member appeals, writing and publishing Request for Proposals and negotiating and implementing new contracts, monitoring contracted requirements with vendors and reporting deficiencies to appropriate staff. Supervise and coordinate the dissemination, training and institution customer service calls relating to policy interpretation.
DUTIES
Samples
of Work Performed:

Manages
plan operations including Request for Proposal preparation, bid response
reviews and negotiating and implementation of plans, including overseeing
day-to-day operations, advising management of external group insurance trends
and participant feedback.

Manage
contracts between the Office of Employee Benefits (OEB) and group insurance
vendors which includes negotiating contract enhancements with vendors and
monitoring and reporting vendor performance.
·
Monitors
the interpretation of plan guidelines and policy as well as coordinate
problem-solving for complex issues pertaining to System group insurance plans
to ensure consistency.
·
May
administers OEB training programs including relating policy and procedure
interpretation to deliver consistent training programs and vendor performance
standards through continuous monitoring of the program and policies
·
May
lead and coordinate the OEB customer service functions, including staff, to
ensure OEB maintains a high level of customer service for the members,
institution benefits office staff and contracted vendors.

Collaborates
with management, various committees, vendors and consulting actuary to discuss
and recommend plan design enhancements and changes based on customer need,
market trends and fiduciary responsibilities.
·
Reviews
plan trends, evaluates marketplace, reviews state and federal legislation as
needed to ensure compliance, making recommendations for meeting and exceeding
all program goals.

Writes
plan certificates and other communication materials ensuring System, state and
federal regulatory compliance. Consults outside legal parties when necessary.

SUPERVISION
Received: Work is performed under general supervision of supervisor with considerable latitude for the use of initiative and independent judgment
Provided: Provides leadership and supervision of specific projects and personnel as assigned
QUALIFICATIONS
Education: Bachelor’s
degree is required
Experience: Five
years of progressively responsible experience is required.
Knowledge, skills and abilities: Advanced
analytical skills. Advanced written and verbal skills.
Intermediate people and project management skills. Advanced interpersonal skills. Intermediate delegation
skills required including ability to manage effectively. Advanced negotiating
skills required along with keen ability to determine appropriate areas of
compromise. Intermediate ability to appreciate challenging situations and
analyze facts to apply consistent determinations of plan benefits.
