FLAGSAG Organizational Guidelines

The University of Texas Fire Life and General Safety Advisory Group (FLAGSAG) is a standing subcommittee of the University of Texas System Environmental Health and Safety Advisory Committee (EHSAC). Each institution will be represented on the FLAGSAG by the person responsible for fire, life, and occupational health and safety for the Institution or a delegate designated by the director. The University of Texas System Administration (U.T. System Administration) will designate an additional representative.

The FLAGSAG will select from its membership a Chair to serve for a period of two (2) consecutive years. The FLAGSAG will select from its membership a Chair-elect who will serve for a period of two (2) consecutive years and succeed the Chair for a two-year term. The Chair-elect will serve as Vice-Chair of the FLAGSAG and shall not be from the same Institution. The selection of the Chair and the Chair-elect shall be subject to the approval of the EHSAC.

A Recording Secretary will be selected on alternative years to serve for a period of two (2) years.

The FLAGSAG will meet at least two (2) times each year at the call of the Chair. The Chair will give notice of the proposed agenda and meeting details to the Chair of the EHSAC not less than ten (10) days prior to distribution of the meeting notice. Meeting minutes will be taken and distributed to the membership of the FLAGSAG and the Chair of the EHSAC by the Recording Secretary within twenty (20) working days after the meeting. Meetings may be held by teleconference, video teleconference or in person.

The U.T. System Administration representative on the FLAGSAG will be the principal liaison between the FLAGSAG and U.T. System Administration. Recommendations from the FLAGSAG will be brought to the EHSAC by the Chair of the FLAGSAG and, as necessary and appropriate, will be brought to the attention of U.T. System Administration by the U.T. System Administration representative. At each meeting of the EHSAC, the Chair of the FLAGSAG, or the Chair's delegate, shall present a report of the activities of the FLAGSAG. The report may be given in person, in writing, by teleconference, or by video teleconference at the discretion of the Chair of the FLAGSAG. Either the Chair of the EHSAC or the Chair of the FLAGSAG may request a presentation of the report in person.

The FLAGSAG's mission statement is to support the need and desirability of maintaining the FLAGSAG as a standing sub-committee of the EHSAC. The FLAGSAG may organize and direct subcommittees made up of its members as needed.

At the October 2006 EHSAC Meeting it was determined that all subgroups would use the EHSAC Guidelines since they include guidelines for the subgroups.
