Board of Regents Rules & Regulations

The Texas Legislature has delegated the power and authority to administer The University of Texas System to the Board of Regents. The rules adopted by the Board of Regents have been held to have the same force as statutes.

UTIMCO Resources

UTIMCO (University of Texas Investment Management Company) is a 501 (C) (3) investment management corporation dedicated solely to the management of investment assets controlled by the UT System Board of Regents. UTIMCO policies and guidelines provide for the governance, operations and management of UTIMCO.

  • Office of Federal Relations Policy for Contacting Federal Officials
    The Office of Federal Relations (OFR) serves as the primary liaison between the UT System and Members of Congress, congressional staff, the White House and federal agencies on issues related to higher education and health policy.
  • Office of Technology and Information Services Procedures (UT System login required)
    The Office of Technology and Information Services (OTIS) supports UT System Administration staff and functions by providing customer focused information management and technology services and ensuring a secure technology infrastructure. OTIS also facilitates IT collaboration among UT System component institutions to leverage institutional purchasing power, improve security, and establish common technology standards. The OTIS website includes a page devoted to procedures regarding information services, resources and security that apply to UT System Administration offices only.
  • Operations and Support Services Departmental Policies
    Operations and Support Services (OSS) supports the various divisions of System Administration by creating and sustaining a desirable workplace and providing the operational services that allow System Administration offices to complete their many functions. The OSS departmental web page includes policies and procedures regarding facilities, travel, mail services, and accounting.
  • System Audit Office Policies, Procedures, and Guidelines
    The System Audit Office provides an independent internal audit appraisal function established within the University of Texas System to examine and evaluate its activities as a service to the Board of Regents, the Chancellor, and the Executive Staff of the University of Texas (UT) System. The departmental policy web page of the UT System Audit Office provides a wide variety of resources regarding the internal audit function, including its Audit Manual, a set of Auditor Tools, and links to Regulations & Standards and Professional Organizations.

Office of General Counsel Resources

Resources provided by the UT System Office of General Counsel (OGC) that may be used by UT System institutions to develop policies, guidelines and standards regarding certain specialized or specific topics.

  • OGC Model Policies
    Resources provided to all UT institutions by the UT System OGC for the development of bylaws and policies related to a variety of specific topics.
  • OGC Policy Guidelines
    Resources or reference materials that provide direction or advice regarding policy development with respect to a particular topic, or that explain the rationale behind policy development recommendations; or, administrative rule, procedures or informal policies that are not subject to the Policy Development Processes set forth in the UT System Policy on Formulation and Adoption of UT System Policies, but contain information which may be helpful in the development of UT System Administration policies.
  • OGC Construction Law
    Resources related to the specialized legal services in the area of construction law provided by the Office of General Counsel of UT System to each of the 15 institution physical plant departments and the UT System Administration Office of Facilities Planning and Construction.
  • OGC Intellectual Property and Copyright
    Links to relevant Regents’ Rules, as well as policies and guidelines regarding intellectual policy.

  • Compliance Hotline Page
    To report suspected compliance violations of any kind, including violations related to the ethics policy, financial reporting, internal accounting controls, or audit matters, please go to the Compliance Hotline page.
  • UT System Administration Compliance Office
    Ensures and supports compliance with applicable laws, regulations, policies and procedures by all UT System Administration departments.
  • UT System-wide Compliance Office
    Ensures and supports compliance with all applicable laws, policies and regulations governing higher education institutions across the entire UT System, including its 15 institutions, System Administration, and UTIMCO.
