Important Contract Provisions

The AVIS contract applies to employees and other individuals conducting business at the direction and expense of System Administration. Drivers must be at least 18 years of age.
The majority of rentals include the insurance listed below:
- Loss/Damage Waiver - This covers any damage to the vehicle.
- Liability - Covers persons and property outside the vehicle. The amount of this extended liability insurance is $100,000 bodily injury per person, $300,000 bodily injury per occurrence; and $50,000 property damage per occurrence, for a total of $350,000 per accident.

Charges Not Covered
Charges for liability insurance supplements, personal accident insurance, safe trip insurance and personal effects insurance are not reimburseable by System Administration.
Driving recklessly or while under the influence of alcohol or a controlled substance, abuse of the car or prohibited use or operation, failure to promptly report an accident to police and AVIS, failure to complete an accident report, obtaining the car through fraud or misrepresentation, or use of the car for illegal purpose will violate the contracted insurances. Leaving the car and failing to remove the keys or failure to close and lock all doors, resulting in the car being stolen or vandalized will also void the contract.
One way rentals with Avis are not allowed under the current contract provisions.
A 59 minute grace period exists for all rentals. AVIS will assess a charge of 1/3 the daily rate for each additional hour after expiration of the grace period.
For weekly rentals, the rate will be computed at six times the daily rate. For monthly rentals, the rate will be computed at 4 times the weekly rate.
Locations in Mexico are participating in the contract. Rentals into Mexico require the purchase of additional insurance from the rental counter in the United States.
Rentals into Canada require the renter to advise the rental counter in the United States that the vehicle will be driven into Canada. Renters must be U.S. citizens to drive into Canada without restrictions.
Emergency Road Service
AVIS provides emergency road service as part of each rental agreement. Emergency services are available through a toll-free phone number at 1-800-354-2847.
Contract insurance will not apply when vehicles are driven on any unpaved roads and/or roads not maintained by a municipal/state highway department.
Airport Access Fees
Airport access/concession fees are passed through to the state renter.
Drop-off Fees and Mileage Charges
One-way rentals - mileage charge of $0.20 per mile in Texas will apply on rentals not returned to the same city. This mileage charge is waived on inter-city rentals between Dallas, Houston, San Antonio and Austin.Mileage charges of $0.32 per mile outside of Texas will apply on rentals not returned to the same city. This mileage charge does not apply on rentals picked up at one location and dropped off at a different location within the same city.
Surcharges and Out-of-State Provisions
Surcharges and/or excluded coverage may apply at out-of-state locations. Applicable information can be viewed via the Texas Comptroller of Public Accounts website.

Disabled Traveler Services
Designated drivers for a physically impaired renter does not have to be a State employee, but must have a valid driver's license. Additional fees will be waived for the additional driver.
Hand controls: Reservations must be made at least 24 hours in advance at 1-800-879-4273. Check with the rental location. Available at all U.S. locations.
Rear seat of vans can be removed to accommodate stowaways, which requires a minimum of 24 hours advance reservation.
Shuttle buses are equipped with a lift at all major U.S. airports. Also, the vehicle will be delivered directly to the renter when he or she arrives at the airport.
