2012 Higher Education Risk Management Conference - Speakers Biography

J. Brian Moroney
Director of Environmental Health, Safety and Risk Management
The University of Texas at San Antonio

From August 2004 to the present, Mr. Moroney has served as Director of Environmental, Health, Safety and Risk Management at The University of Texas at San Antonio (UTSA). In this capacity, Mr. Moroney leads a staff of twenty-two (22) full-time and one part-time employee with a total budget in excess of $2M encompassing all facets of biological, chemical, construction, environmental, fire and radiation safety management. UTSA’s Laboratory Safety Management program oversees approximately 270 research, teaching, and high containment laboratories for compliance with CDC/NIH/USDA, NFPA, EPA/TCEQ and Texas Department of State Health Services regulations. UTSA’s comprehensive Risk Management & Life Safety programs include: general liability insurance; ergonomics; occupational health and wellness programs with over 650 participants each; a workers' compensation insurance and return to work program; and a comprehensive fire & life safety program. Environmental & Construction Safety Management programs include: hazardous waste management; asbestos abatement and mold remediation; environmental monitoring; construction safety, and the University’s recycling program.  

Mr. Moroney serves as the Responsible Official for the UTSA Select Agent Program, the Authority Having Jurisdiction for fire and life safety activities, as well as an ex officio member of the UTSA Institutional Biosafety Committee and Institutional Animal Care and Use Committee. He has served as the chair of both the UT System Environmental Health and Safety Advisory Committee and the Biological and Chemical Safety Advisory Group. Mr. Moroney also currently serves as a member of the American Biological Safety Association’s Technical Review Resource Committee. 

Prior to joining UTSA, Mr. Moroney held safety professional positions with The University of Texas Health Science Center at San Antonio (UTHSCSA) where he served as the Chemical & Biological Safety Manager and as a Safety Specialist III from November 1999 to July 2004. From December 1993, until joining UTHSCSA in 1999, Mr. Moroney served as Safety & Compliance Officer with LABCORP clinical laboratories in San Antonio, where he oversaw the safety and compliance program for the San Antonio region, which encompassed over 30 facilities located throughout south Texas, a fleet of 120 courier vehicles, and over 500 employees.  

Mr. Moroney has extensive experience in the manufacturing sector having held positions with Microgen Equipment Corporation in San Antonio as a Chemical Plant Foreman supervising operators in the formulation, filling, and packaging of industrial pesticides, as well as a Formulations production supervisor with Beckman Instruments, Inc. in Carlsbad, CA, from 1984 – 1989, where he directed a department of 14 in the production and performance testing of clinical chemistry reagents for the company’s Synchron, Astra, general purpose, and O.E.M. diagnostic testing product lines.  

In addition, Mr. Moroney has over ten years' experience in the clinical laboratory field as a licensed Clinical Laboratory Technologist performing testing in the disciplines of chemistry, hematology, serology, blood banking, and microbiology in both hospital and commercial clinical laboratories. He also served as a Chemical Lab Procedures and Medical Lab Procedures Specialist with the U.S. Army from 1972 – 1974. Mr. Moroney has a Bachelor of Science degree in Biology from UTSA and is also a Certified Biological Safety Professional with the American Biological Safety Association.
