Jess Hay of Dallas was appointed to the Board of Regents of The University of Texas System by Governor Dolph Briscoe in 1977, and reappointed by Governor Mark White in April 1983. Regent Hay was confirmed by the Senate on April 7, 1983, and took the oath of office on April 12, 1983. He served as Chairman of the Board from February 14, 1985 to June 11, 1987.

He is the Chairman and Chief Executive Officer of Lomas Financial Corporation and also serves as Chairman and Chief Executive Officer of Lomas & Nettleton Mortgage Investors, L & N Housing Corp. and Lomas Mortgage Corporation. Mr. Hay serves on the Board of Directors of the Exxon Corporation, Trinity Industries, Inc., MCorp, Southwestern Bell Corporation, Republic Financial Services, Inc., and The Greyhound Corporation.

He received a BBA degree from Southern Methodist University in 1953 and a J.D. degree from the SMU School of Law in 1955, graduating magna cum laude.

Mr. Hay was associated with the law firm Locke, Purnell, Boren, Laney & Neely from 1955 to 1965, becoming a partner of the firm in 1961.

He was born on January 22, 1931, in Forney, Texas. He is married to Betty Jo Peacock and they have two daughters, Debby Hay Spradley and Patricia Hay. He is a member of the Ridgewood Park United Methodist Church.
