The Office of Health Affairs has primary responsibility for the oversight of the six health institutions of The University of Texas System (UT System). Through the presidents of the institutions, the Office’s responsibilities include academic planning and programs.
The Board of Regents must approve all doctoral programs and other substantive proposals which have not been delegated to the Executive Vice Chancellor for Academic Affairs or Health Affairs in accordance with Regents’ Rules. The Executive Vice Chancellors approve program change requests and requests for new certificate, baccalaureate and master's degree programs from respective academic or health institutions. The respective Offices of Academic Affairs and Health Affairs review and process all program requests for electronic submission to the Texas Higher Education Coordinating Board (THECB) for approval or notification consistent with THECB rules.
Regents' Rules related to academic programs include:
- Abandonment of Programs (31003)
- Academic Program Approval Standards (40307)
- Graduate Education (40311)
