HUB Program

Our mission is to encourage the use of Historically Underutilized Businesses (HUBs) in support of UT System Administration and UT System institutions.

The HUB program promotes full and equal business opportunities for all businesses. The UT System HUB Office is committed to increasing participation by service‑disabled veteran‑owned businesses in state purchasing and contracts. We also provide education on UT System procurement processes.

We serve as a resource to UT System Administration and UT System institutions by offering guidance on HUB processes, rules, and requirements. Our goal is to build efficient, effective, and mutually beneficial working relationships while complying with all applicable State of Texas laws, rules, and UT System Board policies.

The UT System Office of HUB Programs is a department within UT System Administration. It is responsible for managing compliance with HUB requirements for UT System Administration contracts, purchasing, and expenditures. The office also supports UT System institutions by providing subject‑matter expertise, conducting outreach, and analyzing expenditure data.

While each UT System institution independently procures goods and services, the UT System Supply Chain Alliance serves as a strategic, systemwide purchasing organization that leverages the collective buying power of multiple institutions to execute and manage high-value master supply agreements. In addition, every UT System institution has a dedicated HUB Coordinator who can provide guidance on procurement processes, facilitate connections with key purchasing decision-makers, and help HUB firms identify and pursue contracting opportunities.
