Session 1 - Welcome

Daniel H. Sharphorn

Vice Chancellor and General Counsel
UT System


Dan Sharphorn is the Vice Chancellor and General Counsel aiding in providing legal advice to the Chancellor, Presidents, Executive Officers, and UT institutions and in overall management of the Office of General Counsel. Before joining UT System, he served in the Vice President and General Counsel's office of the University of Michigan for 25 years, most recently as Associate Vice President and Deputy General Counsel. 

Mr. Sharphorn began his career in higher education as an instructor and Judge Advocate General at the United States Military Academy at West Point. Dan earned JD, MSW, and MA (Sociology) from the University of Michigan and a BS from the U.S. Military Academy at West Point.

 

Session 2 - Texas Legislative Update

Julia Rathgeber, J.D. 

Deputy Chancellor and Senior Policy Advisor

Julia Rathgeber is the Deputy Chancellor and Senior Policy Advisor providing senior guidance to the Chancellor and support to the regents in the areas of policy, law, and state and federal governmental affairs and leads the Office of Governmental Relations. She serves as the primary liaison between the UT System Administration and Board of Regents and the Texas Legislature and Leadership on the wide range of budget and policy issues that affect higher education and health care in Texas, generally, as well as the UT System institutions. 

Julia most recently served in the private sector as a Vice President at Berkshire Hathaway Energy, following a distinguished career in Texas government, including senior positions in the governor’s, lieutenant governor’s and speaker’s offices, the Texas Commission on Environmental Quality, and the General Land Office, and as CEO of the Association of Electric Companies of Texas .

Julia holds a Bachelor of Arts degree in the Plan II Honors Program from The University of Texas at Austin, and a law degree from The University of Texas Law School. Julia and her husband Ross have a daughter, Byrn.

 

Session 3 - An Inside Perspective on the Fifth Circuit

Gregg Costa

Gregg Costa is a partner in the Houston office of Gibson, Dunn & Crutcher, where he is global co-chair of the firm’s trial practice.  His practice focuses on commercial litigation, constitutional litigation, and white-collar criminal defense.  Before returning to the practice of law in 2022, Gregg served for a decade as a judge on both the United States Court of Appeals for the Fifth Circuit and the United States District Court for the Southern District of Texas.   Gregg graduated with highest honors from the University of Texas School of Law.  After law school, he clerked for Chief Justice William Rehnquist. 

 

Session 4 - Is The U.S. Constitution Broken? 

Richard Albert

Richard Albert is a tenured professor of constitutional law and government at The University of Texas at Austin. A graduate of Yale, Oxford and Harvard, he has published over 30 books, including “Constitutional Amendments: Making, Breaking, and Changing Constitutions” (Oxford University Press) and “Amending America’s Unwritten Constitution” (Cambridge University Press). He was baptized and raised in the Presbyterian Church, holds season tickets for Texas Longhorns football, and plays the alto saxophone.

Camille Vasquez is a partner in the Business Trial Practice Group at Sheppard Mullin’s Orange County, California office. Camille is renowned for her expertise in high-profile litigation, reputation management, and complex legal disputes—especially cases involving media scrutiny. Fluent in Spanish and recognized by outlets like Forbes, Variety, and the Daily Journal, Camille is a leading advocate and sought-after speaker. She is also a mentor and active community leader, serving as a Foundation Trustee for Children’s Hospital Los Angeles. Please welcome Camille Vasquez.

 

Session 6 - Campus Law Enforcement: What the Police Want Lawyers to Know

Lars Hagen

Lars Hagen is an attorney in the General Law section of the UT System Office of General Counsel since 2014 where he is assigned matters including providing counsel to the UT System Office of the Director of Police. Previously, Lars did litigation and trial work for the attorneys general of Texas and Missouri. Between those two jobs, Lars worked one legislative session for the House Research Organization, a nonpartisan arm of the Texas House of Representatives. 

Michael Parks

Executive Director

Last year, Mike Parks was appointed Executive Director of the UT System Office of The Director of Police after 14 years serving as the Chief of Police for the University of Texas Health Science Center in San Antonio. Director Parks previously served as the executive over public safety of police at two different institutions of higher education in Minnesota and was a faculty member there too, also serving at times as faculty president. Director Parks is a veteran of policing for about 30 years now.

Kim Lemaux

Kim Lemaux has been the Chief of Police at The University of Texas at Arlington for almost 13 years, starting at UT Arlington as its police chief in 2013. In 2017, Governor Abbott appointed Chief Lemaux as commissioner on the Texas Commission of Law Enforcement, which is the State’s regulatory and rulemaking body over law enforcement practices and standards for all police officers working in Texas. Nowadays, Chief Lemaux is the Presiding Officer on the commission, commonly called TCOLE. Chief Lemaux is a veteran of policing for about 40 years now.
 

Charlie Dunn

Senior Inspector & Police Legal Liaison

Charlie Dunn holds the title of Senior Inspector & Police Legal Liaison, Professional Standards and Compliance, for The University of Texas Police at Houston. Charlie joined the university in 2014 after he retired from the Houston Police Department, where he served in roles including patrol officer, detective, and law clerk for the Houston Police Chief and police department’s crime analysis/command center division. Charlie is also a licensed attorney. Charlie Dunn is a veteran of policing for about 45 years now.

 

Session 7A - Finding or No Finding? Title IX Scenarios and Best Practices 

Sean Flammer

Sean Flammer is an Associate General Counsel in the General Law section of the Office of General Counsel at UT System. Sean specializes in Title IX, student affairs disputes, employment issues, constitutional litigation, and general litigation. Sean graduated with High Honors and with the Order of the Coif distinction from the University of Texas at Austin School of Law in 2007. After clerking for a federal appellate judge, Sean joined a large litigation firm in Austin. He practiced trial and appellate litigation for over 4 years before he joined the Office of Attorney General. At the Attorney General’s office, Sean spent over 5 years representing universities and other state agencies in complex litigation.  He had a heavy docket of litigating and advising clients on Title IX/due-process matters. He has tried cases in federal and state court and argued at courts of appeals in both state and federal court. He is a former adjunct professor at UT Law and has represented both plaintiffs and defendants in high-profile litigation. 

Sean is active in the Austin legal community.  He is a member of the Lochridge Inns of Court and is the former Chair of the Austin Bar Association’s Civil Litigation Section.  Before law school, Sean was a Teach for America teacher in the Mississippi Delta and attended Grinnell College.

Krista Anderson

Systemwide Title IX Coordinator

Krista Anderson has been serving as the Systemwide Title IX Coordinator for The University of Texas System since 2019, providing systemwide compliance guidance and resources on Title IX and sexual misconduct, Clery Act requirements, and youth protection protocols to 13 diverse academic and health-related institutions in The University of Texas System. Ms. Anderson has almost 20 years of higher education experience including creating a systemwide Title IX compliance program, developing a comprehensive Title IX training program for Title IX professionals, overseeing a campus-wide Title IX prevention and response program, developing victim advocacy services, administering a campus-wide crisis management program for student emergencies, and managing threat assessment and behavior intervention strategies for student wellness issues. Ms. Anderson earned a B.S. in Applied Sociology, and a M.Ed. in Counseling and Guidance (with an emphasis in student affairs), both at Texas State University. w.

 

Session 7B - Navigating the Updated Medicare 60-Day Overpayment Rule 

Adam Robison

Adam Robison represents healthcare clients in a variety of regulatory and transactional matters. Adam represents public and private hospital systems, academic medical centers, medical schools, children's hospitals, hospices, laboratories, physicians and suppliers in various regulatory and transactional matters.

Adam counsels clients concerning False Claims Act and Civil Monetary Penalty investigations, fraud and abuse, along with anti-kickback and physician self-referral issues, including physician contracting. He has also worked with clients on Medicare and Medicaid administrative overpayment appeals; Medicare and Medicaid self-disclosures; and compliance with the 60-day overpayment rule; as well as on Medicaid supplemental payment and 1115 Waiver programs.

In addition, Adam advises clients on a variety of transactional matters, including hospital joint operating company agreements, merger and acquisition agreements, and academic affiliation agreements.

Sophie Mouros

Sophie Mouros is an associate in King & Spalding's Houston Healthcare practice. Sophie focuses her practice on the healthcare and life sciences industries, advising clients on transactional matters, including mergers and acquisitions, and regulatory compliance matters, including state corporate practice of medicine doctrines, licensing requirements, and due diligence. 

 

Session 8 - The UT System Pyramid: OGC v. Health v. Academic 

Lee Roy Calderon

Lee Roy Calderon joined the General Law Section of the Office of General Counsel in October 2015 and serves as an Assistant General Counsel. He specializes in student conduct matters, Title IX, employment law, employee benefits, and other policy matters. He also serves as plan counsel for the UT System Office of Employee Benefits.

Mr. Calderon graduated with honors from The University of Texas at Austin with a Bachelor of Arts in Government and Asian American Studies and received his law degree from Baylor Law School. After law school, Mr. Calderon worked at a small firm in Waco, focusing primarily on family law and criminal defense. Immediately before joining the UT System, Mr. Calderon served as in-house legal counsel for a national non-profit corporation headquartered in Austin.

Ryan Pierce

Ryan Pierce handles intellectual property matters for UT System in the Business Law section within OGC, including myriad matters relating to trademarks, copyright, medical research, and technology transfer. Before joining the Office of General Counsel, Ryan was a partner in a litigation boutique, where he handled complex IP and commercial litigation. Previously, he worked in two large law firms and clerked for two judges (Justice Harriet O’Neill on the Supreme Court of Texas and Judge Michael Mosman on the federal bench in Portland, Oregon).  

Ryan grew up in Northwest Louisiana. He graduated from LSU and the Tulane University School of Law. He enjoys fishing and most any sports contest, as well as spending time with his lovely wife and three teenagers (who occasionally also enjoy spending time with their dad).


Sandra Kim

Associate General Counsel

Sandra Kim is an Associate General Counsel in the Health Law Section specializing in healthcare operational, regulatory, and transactional matters, medical malpractice claims and lawsuits, and disciplinary board matters. Before joining the Office of General Counsel, Sandra served as the Acting Division Chief of the Municipal Operations Division for the City of Austin managing a team of lawyers and administrative staff supporting various City departments and Austin City Council on transactional, municipal finance and services, and open government matters, while also advising Austin Public Health on public health matters. Previously, she was an Assistant Attorney General in the Tort Litigation Division, defending state agencies and their employees in tort actions, including medical malpractice.  

Sandra grew up in Seoul, South Korea, and is a graduate of The University of Texas at Austin and University of Houston Law Center and licensed to practice law in Texas and California.

 

Bruce R. Garcia

Bruce Garcia joined The University of Texas Medical Branch in June of 2023. He currently serves as an Associate Legal Officer for UTMB Correctional Managed Care. 

Prior to joining UTMB, Bruce worked in the Law Enforcement Defense Division of the Texas Attorney General’s Office for 28 years, focusing on constitutional law issues such as deliberate indifference and excessive force claims against state employees. During his career with LEDD he tried approximately 150 cases to verdict in venues across Texas. 

Bruce attended The University of Texas for both undergrad and law school. He was Board Certified in Civil Trial Law by the Texas Board of Legal Specialization from 1996 until 2023. He currently lives in the Austin area. He is married and they have a 17 year old daughter - she is unimpressed with everything written above. 
 

Jason Pirruccello

Jason Pirruccello serves in the role of Assistant General Counsel with UT San Antonio.  Prior to joining UT San Antonio, Jason worked in private practice and for public school districts.   Jason graduated from the University of Texas at Austin with psychology degree before earning a law degree from UT Austin.

Katharine Adams has been an Associate General Counsel at Stephen F. Austin State University since 2024. Prior to that, she worked in the Office of Legal Affairs at The University of Texas at Arlington from 2018-2024. 
 

Benjamin Guerra

Ben Guerra is a Senior Legal Officer & Managing Attorney with UTRGV. Ben’s wife, Dr. Maria Villegas, also works for UTRGV as its sole dermatologist, which explains why Ben is currently wearing sunscreen indoors.

Ben graduated from UT Law and prior to his role at UTRGV, was in private practice handling both litigation and transactional work.

 

 

Session 9 - The New State of Higher Education in Texas 

David Lein

Associate Vice Chancellor & Deputy General Counsel

David Lein is Associate Vice Chancellor & Deputy General Counsel for The University of Texas System Office of General Counsel. He helps solve problems related to business disputes and resolution, commercial transactions, contracts, intellectual property, and real estate. He also counsels clients on tax, construction, constitutional, and administrative law.

Before joining the Office of General Counsel, David was a longtime shareholder of Graves, Dougherty, Hearon, & Moody, P.C. He specialized in commercial, constitutional, and administrative litigation. Before practicing law, David was a law clerk for the late United States District Judge William Wayne Justice.

David is a graduate of The University of Texas at Austin’s Plan II Honors Program, Harvard Law School, and Harvard’s Kennedy School of Government. He is an adjunct professor at The University of Texas School of Law, has served on the faculty of the National Institute of Trial Advocacy, and is a trained mediator.
 

John M. Zerwas, M.D.

John M. Zerwas, MD, is Chancellor of The University of Texas System, effective August 20, 2025. Dr. Zerwas joined UT System as executive vice chancellor for Health Affairs in 2019, providing strategic and administrative oversight for one of the largest networks of academic health institutions in the country, with seven medical schools and a clinical care infrastructure that provides millions of patient visits each year.

In 2020, Governor Abbott appointed Dr. Zerwas to the Supply Chain Strike Force to assist with hospital and health care preparedness relating to the COVID-19 pandemic. He also served on the Governor’s Strike Force to Open Texas and the State’s Expert Vaccine Allocation Panel. In 2023, he was designated to serve on the Texas Pharmaceutical Initiative Advisory Council pursuant to House Bill 4990. The Governor and Texas Higher Education Coordinating Board appointed Dr. Zerwas to the newly created Healthcare Workforce Task Force in June 2024.

Prior to joining UT System, Zerwas served seven legislative terms in the Texas House of Representatives, representing northwestern Fort Bend County. Hs served eleven years on the House Appropriations Committee, three as Chairman, and six as Chairman of the Appropriations Subcommittee on Health and Human Services. He brought firsthand experience and knowledge of health care systems and policy to the House Committee on Public Health and has also served as a member of the Legislative Budget Board. 

A physician for more than 40 years, Zerwas holds a Fellow designation awarded by the American Society of Anesthesiologists for which he served as past president. He cofounded a Houston-area group practice in 1996, which became part of US Anesthesia Partners in 2012. He remained active in the practice and operations of the practice until joining the UT System. From 2003 to 2008, Zerwas served as Chief Medical Officer of the Memorial Hermann Hospital System, and as Chief Physician Integration Officer until 2009.

Zerwas graduated from Houston’s Bellaire High School in 1973, and in 1978, he married his late wife, Cindy Hughes. After graduating from the University of Houston, he earned his Doctorate in Medicine at Baylor College of Medicine in 1980. John, together with his wife Sylvia, have six children and ten grandchildren.


Glenn Hegar

Glenn Hegar was raised on a farm in the small town of Hockley, just outside Houston. While he ultimately earned his degree in political science at Texas A&M in 1993, he started his college career at a local community college in order to continue helping on the farm. Those early years taught him determination, honesty and integrity, but most importantly, they taught Hegar the value of hard work.
 
Hegar went on to earn a law degree at St. Mary’s University School of Law, where he met his wife, Dara ’95. He also graduated with a master’s degree in law from the University of Arkansas.
 
Hegar then spent his career in service to the people of Texas. He served in the Texas Legislature as a state representative and a state senator, and he later became the Texas Comptroller of Public Accounts, where he developed a reputation for delivering results, prudently managing billions in taxpayer funds and leading with principle.
 
Known for his hands-on leadership and deep commitment to public service, Hegar is now focused on one primary mission: unlocking the full potential of the A&M System to build the next generation of Texas leaders.
 
Hegar and Dara have three children. 

 

 

Session 10 - Practice Points: Proactively Protecting Privilege  

Jennifer Burnett

Jennifer Burnett is an Associate General Counsel - Legal Expert and Public Information Coordinator, in the General Law Section of the Office of General Counsel. She specializes in the Texas Public Information Act, student discipline and mental health matters, Title IX, and employment counseling. Ms. Burnett received her BA in Psychology from New York University and her JD from The University of Texas School of Law. Following law school, Ms. Burnett served as an Assistant Attorney General in the Open Records Division of the Office of the Attorney General. Prior to joining the Office of General Counsel, she was Senior Policy Counsel for a nonprofit law firm in D.C.

Christina Alvarado

Christina Alvarado is an attorney in the Office of Legal Affairs at the University of Texas Southwestern Medical Center, an institution with over 25,000 employees. She processes all public information requests submitted to UT Southwestern and advises on public information matters. Prior to joining UT Southwestern in 2014, Christina was an Assistant District Attorney in the Appellate Division at the Dallas County District Attorney’s Office where she focused on criminal appeals; and responses to applications for writs of habeas corpus and public information requests. She began her legal career as an Assistant Attorney General in the Open Records Division of the Texas Attorney General’s Office, drafting hundreds of open records rulings. She received her Bachelor of Business Administration from St. Edward’s University and her Juris Doctorate from Southern Methodist University.   
 


Kristi Godden

Kristi Godden is an attorney with over a decade of experience advising public institutions in Texas. She began her career in the Office of the Attorney General as an Assistant Attorney General in the Open Records Division, where she focused on public information and open records laws. She later joined O’Hanlon, Demerath & Castillo, representing school districts, universities, and municipalities across the state, and was elevated to Partner. Since that time, her practice has focused on employment law, student affairs, litigation, and public information. Kristi went on to serve as Senior Associate Counsel at The University of Texas at San Antonio before joining the UT System Office of General Counsel, General Law Section, as an Associate General Counsel. She earned both her undergraduate and law degrees from The University of Texas at Austin.
 

Bob Bonner-Davis

Bob Bonner-Davis serves as the Chief Public Information Coordinator at The University of Texas at Austin, where he has overseen public information requests since December 2015. He currently leads the University's Open Records Department under the Office of the Vice President for Legal Affairs. Prior to his role at UT Austin, Mr. Bonner-Davis managed public information requests for the Texas Department of Insurance within the Office of Agency Counsel and for Governor Rick Perry in the General Counsel Division. He began his legal career in 2008 as a drafting attorney in the Open Records Division of the Texas Office of the Attorney General. Mr. Bonner-Davis holds a Juris Doctor (J.D.) from the University of Houston Law Center and a Bachelor of Science (B.S.) in Mathematics from The University of Texas at Austin.

 

Session 11 - A Day in the Life of a Ransomware Attack

Lynn Sessions

Lynn Sessions is a partner at BakerHostetler and leads the Healthcare Privacy and Compliance team in the Digital Assets and Data Management Practice Group and serves as national co-lead of the Healthcare Industry team. She focuses her practice on healthcare privacy and data security, breach response, regulatory defense and Health Insurance Portability and Accountability Act (HIPAA) compliance. Having previously served as in-house counsel and director of several departments at Texas Children’s Hospital, Lynn collaborates closely with healthcare clients and approaches her legal representation from a client’s perspective.

Lynn is a frequent speaker and writer on a range of topics affecting healthcare industry and university clients, including HIPAA compliance, data breach response, Office for Civil Rights investigations, Department of Education investigations, cyberliability and enterprise risk management.

Lynn received her BA from Texas A&M University and her JD from Baylor University School of Law where she was inducted in the Order of Barristers

Robert Prentice teaches business ethics and business law at the Texas McCombs School of Business, UT-Austin, where he is the faculty director of the Ethics Unwrapped Video Series and Educational Program in the Center for Leadership and Ethics.

 

Session 13 - Two Jennies on Data Privacy

Jennie Kennedy

Associate Systemwide Compliance Officer and Privacy and Data Protection Officer

Jennie Kennedy serves as the Associate Systemwide Compliance Officer and Privacy and Data Protection Officer. In this role, Jennie collaborates with colleagues and institutions to ensure the confidentiality, integrity, and security of confidential information across the University of Texas System. Jennie specializes in privacy law, including FERPA, and provides specialized training and guidance to system administration and institutions on all matters related to privacy and data protection.

A licensed attorney and a Certified Information Privacy Professional, Jennie has spent her career working in education and state government. Prior to joining the Office of Systemwide Compliance, Jennie established the privacy program at the Texas Higher Education Coordinating Board, creating policies, developing training programs, and providing counsel to executive leadership. Jennie has also worked as a Chief of Staff and General Counsel in the Texas House of Representatives and as Director of Policy for the University of North Texas System.

 

Jennie Hoelscher 

Privacy Officer and Assistant General Counsel

Jennie Hoelscher serves as Privacy Officer and Assistant General Counsel for the Texas Department of Information Resources (DIR).  She develops and implements the Texas DIR privacy program, advises on privacy laws, regulations, and best practices, provides privacy training to public employees, and serves as contracts counsel to ensure privacy protections by our third-party vendors. She is a Certified Information Privacy Professional through the International Association of Privacy Professionals. Prior to joining DIR, Jennie served as a Division Chief in the Texas Office of the Attorney General, a litigation and appellate specialist at an Austin law firm, and a Briefing Attorney for the Texas Supreme Court. She received a B.A. from Baylor University and a J.D. from the University of Texas School of Law.

 

 

Session 14 - From Suit to Moots: Gatehouse (FERPA) and Taking Your Case to the Texas Supreme Court

Cynthia Tynan

Cynthia Tynan is an Associate General Counsel andjoined the General Law Section within OGC in January 2014. Ms. Tynan specializes in the Texas Public Information Act, FERPA, Clery Act compliance, and student conduct matters. Before joining the Office of General Counsel, Ms. Tynan served as an Assistant Attorney General in the Open Records Division of the Office of the Attorney General, and as a Commission Appeals attorney for the Texas Workforce Commission.

Ms. Tynan received her JD from Cumberland School of Law at Samford University in Birmingham, Alabama, and her MBA and BA in English from The University of Alabama.
 

Kyle Highful

Kyle Highful is a staff attorney at the Supreme Court of Texas.  He previously served as an assistant solicitor general in the Texas Solicitor General’s Office, a staff attorney at the Texas Third Court of Appeals, and a law clerk at the Supreme Court of Texas.  Kyle is a graduate of Texas Tech University, Harvard Divinity School, and Harvard Law School.  He lives in Austin with his wife and their two children.
 

Lisa Bennett

Associate Vice President for Legal Affairs

Lisa Bennett joined the Office of the Vice President for Legal Affairs in August 2022. Previously, Lisa practiced appellate law as an Assistant Solicitor General in the Texas Attorney General’s Office for 7 years, where she represented the State of Texas, its agencies, and officers in appeals before the United States Supreme Court, federal courts of appeals, the Texas Supreme Court, and Texas courts of appeal. Those appeals involved a broad range of subjects including constitutional law, administrative law, environmental and energy law, taxation, workers’ compensation, torts, and others. Lisa also served as a judicial clerk for Judge William Lockhart Garwood on the U.S. Court of Appeals for the Fifth Circuit and spent several years in private practice at Baker Botts LLP in Austin.

Lisa received her bachelor’s degree from Princeton University in 2005 and her JD from NYU School of Law in 2010.

Jessica Witte is an Associate General Counsel in the UT System Office of General Counsel on the general law team. She has been with OGC since 2024. Prior to joining the UT System, she was an Administrative Law Judge for the state of Texas. Prior to that, she was in private practice working with K-12 school districts, colleges, and universities on a wide range of issues impacting educational institutions.

David A.M. Ware is Of Counsel at the law firm Ware Immigration. He received a BA in Latin American Studies from Yale University and his JD From the University of Texas School of Law. He also received a Fulbright-Hayes Scholarship to attending the Universidad Iberoamericana in Mexico City. He has served on the American Immigration Lawyers’ Association’s Liaison Committee to the US Department of Labor, as well as the Healthcare Professionals/Physicians Committee.

He also has served for several years on the Advisory Board of the Federal Bar Association’s Immigration Law Section, as well at the Editorial Board of NACUA Notes, a publication of the National Association of College and University Attorneys.
