David Holmes
Assistant General Counsel
David Holmes is an Assistant General Counsel in the General Law Section of the Office of General Counsel. David focuses his legal practice on the representation of UT institutions across a host of general school law matters but primarily serves as general counsel for UT Permian Basin. David is experienced in a host of subject matters, including student affairs, faculty and staff employment issues, constitutional questions, Title IX investigations and compliance, public information disclosure requirements, privacy, election law, and litigation in both state and federal courts. Prior to joining the Office of General Counsel, David practiced education law at the firm of Walsh Gallegos Kyle Robinson & Roalson, P.C. where he represented school districts, private schools, charter schools, universities, community colleges, and education-affiliated nonprofits.
David earned his undergraduate degree from Vanderbilt University and his law degree from the University of Texas School of Law, where he was named a Dean’s Fellow and is currently an adjunct professor and member of the Texas Law Alumni Steering Committee. He is admitted to practice law in the state of Texas, as well as in the United States District Courts for the Eastern and Western Districts of Texas.
