Outside Counsel RFQ Response Instructions

Review and complete the RFQ Response Worksheet (opens in new window) before beginning the online response.  Information can easily be copied and pasted from the Worksheet to the online forms.

  • Each law firm or attorney should submit only ONE response to the RFQ regardless of the office that will be performing services. This site is password protected so one person should be designated to enter all information.
     
  • The person completing the RFQ Response will be able to return to the application as many times as needed to view and update the response until it is submitted and acknowledged.

To begin the RFQ Response process, go to https://apps.utsystem.edu/rfqresponse. If the publish cycle is open, you will see options to either (1) Register Firm Account, or (2) Already Registered? Login Here.

Please follow these directions to complete the response:

  1. If you are visiting the application for the first time to submit an RFQ in the current cycle, please register your firm account at link https://apps.utsystem.edu/rfqresponse/account/register. Once successfully registered, you will be passed through to the Firm Information step.
     
  2. If you previously created a firm account for the current cycle and are returning to submit the form, please login with prior credentials at link https://apps.utsystem.edu/rfqresponse/account/login. After login, you will see the Firm Information step.

To submit an RFQ, the below 5 steps should be completed, one at a time. You may not proceed to the next step before completing the previous step.

  1. Firm Information
  2. General Questions
  3. Areas of Law
  4. Review
  5. Acknowledgement
  • Throughout the application, you can use the Next and  Previous  buttons at the top of the pages to navigate section-to-section. Click the  Save as draft  button to return and complete the remainder of the RFQ Response at a later time.
     
  • Fill out the Firm Information step and click the Next button. You will be taken to the General Questions step. 
     
  • Respond to the questions on the General Questions step.  (NOTE: Responses that are more than 7950 characters, including spaces, will not be saved by the application. The text boxes display the character count in the bottom left corner. When copy/pasting answers from Word, some of the word formatting may be retained.)  After you have responded to these questions, click the Next button. Your responses will be saved, and you will be taken to the Areas of Law step. 
     
  • The Areas of Law section contains all the Areas of Law with their descriptions. 

    Use the ‘Add area of Law’ dropdown to begin adding an Area of Law.

    You may complete all subsections at once and click ‘Save Area of Law’ button to add it to the response. 

    Alternatively, you may complete partial answers and click ‘Save as draft’ to come back to it later.
     

  • The following subsections need to be completed for each area of law selected:
     
    • Office Locations
      Complete the city and state for offices of the respondent that handles the Area of Law.
       
    • Hourly Rates
      Fill out the rates section. (NOTE: The maximum hourly rate is $525 per hour for attorneys and $225 per hour for paralegals.)  If you use the “Other” category, please fill in the “Other Description” field.
       
    • Attachments
      You may optionally upload attachment types ‘Eligibility to practice law’ or ‘Flat rate Sheet.’
       
    • Questions
      Respond to the questions on each Area of Law added to the response.  (NOTE: Responses that are more than 7950 characters, including spaces, will not be saved by the application.)
       
  • Complete and submit responses for all the Areas of Law for which the firm wishes to be placed on the Referral List described in the RFQ.
     
  • After responses to Areas of Law are completed, click the Next button to go to the ‘Review’ step. You may review all your responses here. If needed, you can edit the previously saved sections by clicking the Previous button or Edit link next to the step’s name.
     
  • After reviewing, click the Next button to see the ‘Acknowledgement’ step. Please review the acknowledgement carefully.  The acknowledgement must be completed in order to submit your completed response.  Check the box and click ‘Submit my Acknowledgement’ button.
     
  • After the Acknowledgement is submitted, the RFQ Response will be locked and cannot be updated (but you will be able to view it). A confirmation email will be sent to the registered email address.
     
  • Print the Summary page for your records.
